The eccentric Libyan leader Muammar Gaddafi says he has been trying to mediate a settlement of North Korea��s nuclear problem but with limited success. What other reckless actions can we expect from the president during what are effectively the last two months of his tenure? Not a man resigned to his fate as a lame duck, he will play every last one of his remaining cards. The remarks he has made and the things he has done since returning from Pyongyang suggest he has thrown all caution overboard when it comes inter-Korean issues and national security. Which country's president is he? He went so far as to say the country would be ��ruined" if it followed the advice of a certain presidential contender. Is that something a president should say about his country?
Many are fed up with President Roh Moo-hyun. Many have talked to him as much as they could, attempting to persuade and advise him with good sense. But he didn��t care. He regarded all criticism of him as malicious and everyone critical of him as the enemy. And he closed his heart and mind as if to say, "I'll go my own way."
Some say there is no need to pay him any more attention. It doesn��t matter how much noise he makes, they reason,[link widoczny dla zalogowanych], he only has two months left in office. But that isn��t true: he is capable of anything, even until a few days before he retires. Such a person cannot be judged with common sense. He behaves as if the less interested people are in him, the more he needs to prove he exists.
The problem is his policy toward North Korea. Other matters can be repaired by the next administration, but our national security and defense and our relationship with the U.S. and North Korea are in irreversible trouble once he takes action. We cannot afford to overlook his view that we need ��three- or four-party talks�� on a peace declaration,[link widoczny dla zalogowanych], a vicious cycle of so-called inter-Korean economic cooperation, concessions on the Northern Limit Line (Korea's de facto sea boarder along the west coast), and the end of any attempt to persuade the North to reform and open up. Cheong Wa Dae is set to summon the business leaders who accompanied him to Pyongyang on Tuesday in a bid to more or less force them to offer "gifts" of economic cooperation. That in itself is a decisive step.
Is there no way to stop it? Roh,[link widoczny dla zalogowanych], a so-called legal expert,[link widoczny dla zalogowanych], bragged after a review,[link widoczny dla zalogowanych], "My successor will have to honor a bill I issue even on the last day of my term." Does that mean that we have no way at all of bouncing any check he issues? We will have to drop the common sense our distinguished ancestors and scholars taught. Had they been applicable,[link widoczny dla zalogowanych], he wouldn't have come this far. To a man who takes pleasure in frustrating the designs of others,[link widoczny dla zalogowanych], common sense does not apply.
But neither can we stand idly by. Some suggest impeachment,[link widoczny dla zalogowanych], but we have neither time to do so nor is the legislature in a position to take such extreme measures. It would suit Roh, who enjoys games of contrary ideas. Still, the way to stop him in the current circumstances lies in the National Assembly. It is for the ruling and opposition parties to discuss the matter and submit a resolution to ignore the Roh administration��s attempts to railroad through any bills on North Korea,[link widoczny dla zalogowanych], national security and economic cooperation and let the next administration and president handle them.
Since the issues Roh is pushing are not urgent and leave plenty of room in the details of implementation,[link widoczny dla zalogowanych], it's only reasonable to let the next administration deal with them. If the ruling camp picks a single presidential candidate, policy consistency and continuity will be ensured and the ideology of a new president carved out more clearly. There is no reason to concede such a precious opportunity to the incumbent, whose power is all but used up. And in the event the opposition takes power,[link widoczny dla zalogowanych], the matters in question will be open to reconsideration. Here lies a chance for bipartisan agreement.
If the ruling and opposition presidential candidates agree,[link widoczny dla zalogowanych], the National Assembly would be able to produce a resolution calling to leave specifics of the inter-Korean joint declaration to the next administration. And the voters will judge the outcome in the December presidential election and the April general elections. We cannot leave the task of handling the basic framework of inter-Korean issues to a soon-to-retire chief executive as a sacrifice to his desire to accomplish things or satisfy his populist instincts.

Korea and India have agreed to exchange concession lists for goods around January in the fourth round of negotiations for a Comprehensive Economic Partnership Agreement (CEPA),[link widoczny dla zalogowanych], the Agriculture and Forestry Ministry said Sunday. The Australian military has begun withdrawing the last of its peacekeeping troops from East Timor, ending a six-year mission that strained ties with neighboring Indonesia.
Australia on Monday marked the end of its peacekeeping mission in East Timor by handing over control of the Moleana military base to the East Timor government at a ceremony attended by military officials from both countries.
Australia sent troops to East Timor in 1999 after pro-Indonesian militias, many backed by the Indonesian military, laid waste to the tiny country after it voted overwhelmingly for independence from Jakarta in a U.N. sponsored vote.
More than a thousand people died in the violence, which ended only after the United Nations sent in peacekeeping forces led by Australia.
Nelson Santos, East Timor's secretary general of the Ministry of Foreign Affairs,[link widoczny dla zalogowanych], says his country would have liked the Australian troops to stay longer.

In Baghdad, nearly a dozen car bombs exploded throughout the day Wednesday in and around the Iraqi capital, killing more than 150 people and wounding scores of others. The al-Qaida terrorist organization in Iraq has claimed responsibility for the well-coordinated attacks.
The first and the bloodiest attack of the day occurred early Wednesday morning in the mainly Shi'ite district of Kadhimiyah,[link widoczny dla zalogowanych], north of Baghdad.
Witnesses say a man, posing as a potential employer, pulled up in a car near a large group of poor day laborers, assembled in a large square, hoping to be hired.
Thirty year-old Jassim Khazal say he was walking toward the square when he says he heard the stranger shout that he had some jobs to offer the men,[link widoczny dla zalogowanych].
Mr. Khazal says the prospect for work immediately caused a large crowd to form around the man's car. Mr. Khazal says the man got out of the vehicle and remotely detonated the explosives packed inside,[link widoczny dla zalogowanych].
Minutes later, ambulances snaked their way around body parts, smoking debris and burning cars to reach the dead and wounded. Local men arrived with wooden carts to help carry some of wounded to local hospitals.
Others simply broke down and began weeping, unable to deal with yet another mass tragedy,[link widoczny dla zalogowanych], which has struck the area in the past two weeks.
Wednesday's car bombing took place just 700 meters away from a Shi'ite shrine and near a bridge in Kadhimiyah,[link widoczny dla zalogowanych], where the Iraqi government says hundreds of people died in a tragic accident on August 31.
The bombing in Kadhimiyah was followed, sometimes minutes apart, by 11 other car bombings in and around Baghdad,[link widoczny dla zalogowanych], mostly targeting U.S. and Iraqi forces.
At least five suicide car bombers attacked American military convoys, wounding at least seven U.S. troops. Another suicide bomber, believed to be a Syrian, was killed by American soldiers after he unsuccessfully tried to ram his car into the side of an M-1 A-1 Abrams tank.
In the early afternoon,[link widoczny dla zalogowanych], a car bomb also exploded in Damascus Square, near the heavily-guarded International Zone in central Baghdad. The blast killed five civilians and wounded four others.
A statement posted on an Internet website shortly after the attack in Kadhimiyah suggested that the terrorist group al-Qaida in Iraq, led by Abu Musab al-Zarqawi,[link widoczny dla zalogowanych], had planned and executed the bombings in retaliation for the Iraqi-U.S. military offensive in the northern city of Tal Afar.
The Shi'ite-led Iraqi government says the offensive, which began on Saturday,[link widoczny dla zalogowanych], was launched to rid Tal Afar of Sunni militants and foreign fighters, who had been terrorizing local residents there in recent months.
Iraqi officials say since Saturday, many militants and foreign fighters have been killed in clashes. But they also acknowledge that many others probably fled Tal Afar and moved to other parts of Iraq before the offensive began.
Meanwhile,[link widoczny dla zalogowanych], U.S. troops in the town of Taji,[link widoczny dla zalogowanych], just north of Baghdad,[link widoczny dla zalogowanych], say they have not been able to verify reports that gunmen, wearing Iraqi military uniforms, dragged 17 villagers out of their houses early Wednesday morning and executed them.
U.S. military officials say the report came to them in the form of an anonymous tip. But when troops went to investigate, they said they found no evidence of the alleged incident.

A statement issued in the Ethiopian capital, Addis Ababa, Tuesday says Sudan has accepted a revised plan for a hybrid AU-U.N. peace mission in Darfur. The agreement was announced at the end of two days of talks involving all three parties.
AU officials say the force would be made up of between 17,[link widoczny dla zalogowanych],000 and 19,000 troops,[link widoczny dla zalogowanych], with an additional 3,[link widoczny dla zalogowanych],700 police officers.
In New York,[link widoczny dla zalogowanych], U.N. Secretary-General Ban Ki-moon hailed the agreement, in a statement read by spokeswoman Michele Montas.
"The secretary general welcomes today's positive conclusion of the high-level African Union-United Nations consultations with the government of Sudan on the hybrid operation and looks forward to expeditiously implementing the three-phase approach to peacekeeping in Darfur,[link widoczny dla zalogowanych]," she said.
The news from Addis Ababa raised immediate questions, and doubts among diplomats that the deal would hold up. One issue is the composition of the force.
U.N. peacekeeping officials see it as a mainly African force with an African commander, but under a broad United Nations command and control structure. But Sudan's president, Omar al-Bashir, has said he would insist that all the troops be African.
U,[link widoczny dla zalogowanych].S,[link widoczny dla zalogowanych]. State Department spokesman Sean McCormack said a condition like that would be a deal-breaker.
"To say that the force will be limited to only African troops is in effect to say that you are not agreeing to the full 17,[link widoczny dla zalogowanych],000 to 19,000 troops,[link widoczny dla zalogowanych], which the experts believe is what you need to perform the mission," he said. "So it's a statement that on its face,[link widoczny dla zalogowanych], would appear to accept everything. But in fact when you look at it, and examine it closely, it doesn't."
Several U.N. diplomats noted that Sudan's President al-Bashir has previously appeared to accept a blue-helmeted U.N. force when under pressure,[link widoczny dla zalogowanych], only to back track later. They point out that the deal in Addis Ababa comes days before the Security Council is due to visit Khartoum to discuss deployment of the hybrid force.
Washington's U.N. Ambassador Zalmay Khalilzad says a number of Council ambassadors support increasing sanctions against Sudan unless it accepts the hybrid force arrangement.
"We have said if we don't get an unconditional acceptance of the AU-U.N. concept on the hybrid force, then several of us are of the view that we have to go with additional sanctions, tightening sanctions, to incentivize the government to cooperate," he said.
At the same time, Khalilzad said it is important to note that the violence in Darfur comes not only from the government and government-backed militias, but also from rebel forces. He said all sides have an obligation to comply with Security Council resolutions.
Darfur's civil war broke out in early 2003, when non-Arab rebels took up arms, charging the Sudanese government with ignoring their plight. Khartoum responded by arming Arab militias known as janjaweed to put down the uprising.
International experts say there have been more than 200,[link widoczny dla zalogowanych],000 war-related deaths in Darfur since the fighting began. More than two million others have fled their homes to escape the violence.
Sudanese officials dispute those figures, saying only a few thousand people have died.

Korea's first astronaut Yi So-yeon embarks on her important mission into outer space Tuesday. At 8 p.m. on April 8 (Korea Standard Time),[link widoczny dla zalogowanych], a Russian Soyuz spacecraft carrying Yi will begin its final countdown at a launch site in Kazakhstan. Following a 50-hour flight into space, Yi will stay for 10 days at the International Space Station,[link widoczny dla zalogowanych], orbiting the Earth at an altitude of 350 km,[link widoczny dla zalogowanych], where she will conduct various scientific experiments.
With the launch,[link widoczny dla zalogowanych], Korea will become the world's 35th country to produce an astronaut. It's a bit late for a country boasting the world's 13th largest economy, but the significance of the event is huge nonetheless. Yi was chosen as the final candidate after a nationwide search. The entire 49 million population of South Korea has come together in heart and mind, watching the full process of Yi's selection to her ascent aboard the spacecraft. She carries with her the dreams and ardent wishes of her people toward space.
Choi Gi-hyuk,[link widoczny dla zalogowanych], the chief of the astronaut program at the Korea Aerospace Research Institute,[link widoczny dla zalogowanych], said the hydrogen peroxide fuel booster, which was supposed to control the spacecraft's position after re-entry into the atmosphere, did not function. The spaceship plummeted to the ground at a much steeper angle than expected and landed a whopping 420 km to the west of the expected landing zone two minutes earlier than scheduled.
But Korea has not made an issue of the incident. A KARI astronaut program official merely said, "We agreed with Russia to make efforts to prevent negative news reports." A university professor of aviation and space critically said, "Such remarks are not the kind of statement expected from a customer who has paid a whopping W20 billion (US$1=W996). The country's astronaut program has turned into an ugly monstrosity, as our government was denied proper status in the bilateral contract as a result of its lack of negotiation ability."
In an interview in Moscow last Tuesday,[link widoczny dla zalogowanych], Yi said although the retro rocket engine operated,[link widoczny dla zalogowanych], she felt "enormous gravity pull on my body because the spaceship was descending at a great speed. I thought this may be the way a human being dies."
Quoting an anonymous Russian official,[link widoczny dla zalogowanych], the Interfax news agency reported that during re-entry into the atmosphere,[link widoczny dla zalogowanych], the spaceship was flying upside down, forcing its heat sink panel to be placed at the back and its hatch to hit the atmosphere directly. Korea's poor diplomacy was also palpable at a press conference in Russia on the eve of the spacecraft's launch. No additional team of South Korean journalists was allowed to attend the press conference after Korea agreed to Russia's decision on that score because reporters from one Korean TV channel were already covering the conference.
And despite a bilateral agreement, the logos of Korean businesses were not attached to the spacesuits or the rocket. Although Korean firms paid more than W3 billion each,[link widoczny dla zalogowanych], their logos were attached to a signboard in front of screen monitors at Mission Control Center.
Now there are even doubting voices about Ko's replacement by Yi after Ko was found to have taken instruction manuals home without permission. At the time, the Korean government stressed it alone decided to replace him while merely relaying to the Korean people what the Russian side alleged.

With an enviable physique -- he is 180 cm tall and weighs 68 kg -- the handsome 28-year old boasts he has dated more than 100 women, and 20 of them wept begging for his love.
